Proposal: Improving the Energy Efficiency in the Provision and Consumption of Heat and Hot Water in Kyrgyzstan
The ACE GROUP and partners have been contracted by UNOPS to prepare a GEF Project Outline and Grant Proposal for Kyrgyzstan to reform its building codes and update its national standards in the building sector in order to curb energy use and reduce national CO2 emission rates.
The energy consumption from buildings (residential, public and commercial buildings) accounts for more than 50% of Kyrgyzstan’s final energy consumption, from which some 70% is attributed to space heating. ACE Group assessed the potential energy and CO2 emission reductions which could be realized through the introduction of building energy standards and codes compatible with current EU or Russian standards.
The objectives of this project are twofold
- The overall objective of the project is to develop a proposal to be handed in under the Global Environment Facility (GEF) to finance
a) the development,
b) the realization, and
c) the compliance
of Kyrgyz energy performance standards in buildings compatible to the Kyrgyz market and with international standards in place (for example, the new EU Directive on Energy Performance in Buildings.)
- Another objective is to make assessments how the new system of Kyrgyz energy performance building standards could be possibly developed and realised.
The necessary interaction and co-operation of different national institutions will be identified by experienced international consultants with the help of local experts.
